[SQL] Concatinating in Excel for SQL Developer use later

I am brand new to VBA and code. I tried watching several videos and read some post online to achieve my goal but could not even get half way to the finish and really need this for my work. I am trying to achieve that specific result in Excel visible in column B via code in VBA: enter image description here

The numbers (ex. '928292903','928292904', etc) will be later pasted in SQL Developer which requires the additional symbols before and after the numbers.

In other words- initially all I have is the numbers in column A. I want to click in column B somewhere, run a script and then column B has to be populated with the formatted numbers.

Is that achievable or am I kidding myself?
